GERMANS SCHEME FAILED. (Red. 12.10 a.m.) LONDON, Feb. 12. The Times military correspondent, reivewing the heavy fighting in the Eas-* tern Theatre, considered that the whole of tlie German operations failed, because they were planned without proper regard to the strength of the respective forces, the season and the ground. The failure will make . the western offensive more difficult owing to the loss of men and prestige, and the inability to withdraw men from the east- to ■west. The Germans are. terribly anxious about the spring campaigns. Therefore it will be necessary for the Allies to prepare for the enemy's furious attempt to forestal the offensive, and reach Paris.
