YESTERDAY'S SITTING. (Per United Press Association.) WELLINGTON Oct. 16. Whn the Legislative Council met at 2.30 p.m. the Local Railways Bill| was taken in CommitteeIn addition to sub-Clause 10, made providing that no amendment of the classification list be made to affect the incidence of special or ordinary rates pledged for security of a loan. Clause 2 was added to by making it possible for the security of the loan and by making it possible for the Public Works Department to contract with the Railway Board for the, construction or maintenance of a railway. Clause 6 was added to by Riving boards the power of local bodies to take land under the Public Woiks Act. Clauses 5, 65, 70, and 98 were postponed. Progress was then reported, and leave asked to sit again. The Council rose at 3.15 p.m.
