DEBATE IN THE HOUSE. (Per United Press Association ) 'MEMBER FOR WAIKATO. In the House this afternoon the debate on Address-in-Reply.. was resumed by Mr. J. A. Young (Waikato) who reviewed the circumstances which led to the Massey Party coming into power. He defended the action of those members who were elected to support. S'«r Joseph Ward but voted against the Mackenzie 'Ministry, as the question of supporting that Cabinet was never before the country. He traver ced the speech delivered by Sir Toseph Ward at Hamilton, and generally supported the policy of the Government MEMBER FOR DUNEDIN SOUTH. When the House resumed at 7.36. p.m. referring to finance, Mr. T K. Sidey (Dunedin South) said that the Consolidated Fund, -the -Teal barometer of the country's prosperity, was in splendid position when the Government came into power, a sterling testimony io careful administration of the Liberai:?. and the Government had never dared to criticise that fund. All their criticism had been levelled against the Public Works Fund in its relation to the Consolidation Fund. He claimed; that the Liberals were not the first to anply the proceeds of land sales to the Consolidated Fund and taking- ere dit for them in' the surpluses. He quoted the opinion of Mr. Ballance in favour of the system, and defied the Minister to prove that had any other system .been in vogue it would have . made any difference to the Liberal surpluses.Mr. F. ! Mander (M.arsden) justified he borrowing pol?cv of the Government as necessary for the development of thecountary. In a growing country an increase of expenditure was inevitable, and that was the best reply to those who criticised the administration of the Government. The graduation tax had been increasedj and another turn of the screw would be given if necessary later on. The large land owners were reading the signs of the times and cuttirl^ up their holdings, 1 and distributing them amongst small' ~r seUlers. Land ' loans had been liberalised by the Government, and & i^reai: step forward had been taken ir the matter of opening up the gum lands of the north for fruit growing purposes. . .

'MEMBER FOR GREY LYNN. Mr. T.. Payne (Grey Lynn) said that the feeling in the' country undoubtedly showed that the Massey Government had a notice to quit. He declared that previous to the last election a band of paid liars had gone! about the country misrepresenting the Liberals and' Labour,, and he attacked the methods of the Government as a disgrace to political; Vie, that a party leader with a long and honourable record could not" be deposed without resort to much dishonest methods adopted by the Re form Party. All that had been saia about the Liberals had been proved to oe false to the last shred. Mr. H. J .1! Okey (Taranaki) contended that the presence of the Government that night showed the feeling -f the people. Mr. Massey had no fear of the notice to quit. To increase the screw of the land tax would effect the small settlers who were the backbone of the country. The Government's land policy was the most Liberal ever enjoyed by the country. The debate was adjourned on the notice of Mr. A. E. plover (Auckland O.ntral) and the House rose at 11.12 rj.m.
