If - people think that it- is a. necessity for., emigrants to visit a doctbr possibly .several miles away and pay a fee of ss it will be likely to divert ; them to other countries. Mr. ■ Morris says . that they are apnointins: 2000 jmedicals experienced in industrial insurance and similar work and he does not expect that there will be difficulty in enforcing- the act.
