WASHINGTON, July 22

The Government intends to make a permanent disposition of portion of the naval foices with the object of guarding the Pacific Coast when the Panama Canal is opened.

Mr. Daniel, Postmatser-Gcneral, has declared that the United States now regarded the Pacific Coast as America's great frontier and its development and defence as the nations most press ing- duty.

The plans provide for a division of th_ Atlantic fleet into two units, the second and less powerful one cruising continually in the Pacific.
