The persons arrested were suspected of sympathising .Avith'- General ■■; Saint Just, who is reported to be on his way frbm Jamaica to attempt to wrest the presidency from General Auguste. [i The city is under military rule. MEXICAN REBELLION. ■ EL PASO; August 12. The rebel leaders are gathering- ai Juarez to confer with General Orozco on the subject of peace negotiations. . ' MEXICO CITY, August 12. President Madero, in a public statement, declares t that General ' Orozco broke off peace negotiations after he had agreed to Jay down his arms and accept perpetual exile.
