INTRIGUING FOR EMPERORSHIP.

THE SITUATION IN CHINA. (Per Press Association). 'By Electric Telegraph— £opyaght.;i PEKING, May 14. Prince Tuan's son, supported by Prince Kung, -Governor of Kanzu, is intriguing for the Emperorship: YUAN-SHIH-KAFS MESSAGE. Yuan-Shih-Kai's first presidential message to the Advisory ' Council ,. the opening session of which was held at Pekin on May 4th, proclaims that the principles of the new Government must be the maintenance of order, tthe achievement- of progress, and <the retention of friendships, 'Which are necessar yfa the -existence -.of China. The message went o nto say that the a&iutde of foreign Powers within recent years had been such as to <merit the gratitude of China. At present the most important; .question was that of finance. The introduction of foreign capital was essential, and pending the ..loan for which the Government was negotiating the issue of short Treasury bonds was recommended. The PresrJdent said tihat t-he Government contemplated a new scale of taxa* don, a unified system of currency, and tlhe establishment of standard weights and measures.
