The Admiral urged the necessity of .making- the -first: line of defence so efficient and ready frhat when tihe time lor tseting came— if ever it did— the Australian navy would 'be ready . to take its place in line-, with, the fleets of the Old Country in tihe defence of the shores of Australia. .
