•WELLINGTON. Nov 24. The Council met this afternoon-. • The State Bank and Currency Committee to which was referred the question of considering the advantag-e or otherwise of a State Bank of issue and deposit, and State paper currency, reported ;that : — (a). The establishment of an entirely Sitate Bank of Issue and Deposit is not advisable. (b). That a permanent and effective partnership between the State and ■q. private shareholders of the Bank of 'New Zealand,, or the acquisition of the present shareholders interests on equitable terms, by the State, is de-. sirable. NO ADVANTAGE- IN- ISSUE O,F STATE NOTES As. regards a Slate Note Issue, it i.s reported that the present provision for issue of notes by banks is sufficient for ordinary requirements, and that little or no advantage would be gained by the issue of State notes for -ordinary requirements, but that to meet exceptional 'demands, as in times of panic, or ■•abnormal' 'withdrawal of deposits, some provision is needed for temporary issues of non-rede mptible State notes, or State guaranteed notes. The reports .have been .referred to the Government for consideration. GAMING BILL. The Council agreed to insist on its amendments of the Gaming Bill, and managers were appointed to confer with the managers of the Lower House on the subject. LEGISLATURE AMENDMENT BILL. • . The Legislature Amendment Bill was received from the House of Representatives and read the first time. SITTING IN COMMITTEE. In Committee on the Census and Statistics Bill, it wa s proposed by Mr ; Anstey to give the Department discretionary power, as to time at which agricultural statistics are ivo be taken. The proposal wa s agreed to. The following Bills were -put through their final stages .— - The Auctioneers' Amendment Bill. Scenery Preservation Bill. Ciown Suus Amendment Bill. Census and Statistics Bill. Poukawa Native Reserves Bill. The. Workers' Dwellings Bill was reported from Committee and the Council then rose. HOUSE OF REPRESENTATIVES. The House of Representatives met ait 2.30. The Premier made an announce- . men i as to the course of business for the remainder of the session. He proposed to take local Bills lifter the first seven Bills on the Order Paper had been dealt with rto-day. On Friday the Imprest Supply Bill will be brought down, and if that was rmt through he._proposed to go on with the remaining Bills on the Order Paper, down tt-q. and including A T o 14, as iollows : — - Tramway Amendment. £.ibd AmencLTvent. ' ; Industrial and ConciliationFactories Coal Mines Amendment. Mining Amendment. Government Railways Amendir-ent No 2; On Monday he proposed that the House should deal with either the report, of the Hine Committee (which he expected would be placed before the House on Friday) or the Public Works Statement.' Whichever of these w.is left over would be dealt with on the following" day. The' resolutions he had sent forward ior consideration at the Imperial Conference would be placed before the House on Wednesday next. The only other Bills to be introduced were the Reserves Disposal and the Enabling Bill, which he proposed fo deal with on Mor»dav night or Tuesday morning. A clause would, be inserted in the j Enabling Bill dealing with Canterbury j pastoral runs. • On the motion of Mr Buddo the amendments made by the Legislative Council in the ..DentTsts r ~Amendment Bill were disagreed with. The House then went into Committee on rthe Rating Amendra«nt Bill. A new sub-clause was added to clause 5 on th© motion of Mr Mewman as follows, "notwithstanding anything in this section.no land exempted under the preceding- aub-clause shall he exempted from special rates. The alterations wer c in the direction of making assurance double sure, in regard to bookmakers ! betting on a racecourse, by bookmak-" ers, at the same time avoiding imposition of penalty upon private per* sons who make bets on a racecourse.
