The Labour Congress endorsed Mr Fisher's Nayaf policy and rejectid the amendment by Mir Bowing fthait the naval subsidy to Britain should be withdrawn, amd *hat a complete system of -military training •be inaugurated for defence (purposes on purely vqlua'tcer lines and under ■democraitiic control. The mover saad he disliked Mr policy as much as any put forward by 'the Capitalistic Government. Mr Fisher's Government -was not properly representative of ibhe workers.
