ADMIRALTY MATTERS.

LORD MILNER'S DICTUM.

(Reed. 18th, 4.30 p.m.) , ' LONDON, April 17. -■ The Times comments on Canada's proposal to discuss the question of defences with the Admiralty and the Australian Ministry's request for the Admiralty's views, and repeats Lord Milner's dictum that co-operation is not a question of shifting burdens, but developing fresh centres. of strength, though the Mediterranean is the natural station for the donated Dreadnoughts, and advised the Admiralty to so apply the money from Australia and New Zealand tlhat they may at least visit th& colonies.

It would be still better to permit the contributed ships to co-operate with the Commonwealth's Fleet destroyers, as possibly the Dreadnoughts would not be considered the best type for that station. The money might be devoted to two or three cruisers of the best sort for all purposes. It approves of Mr Fisher's Gympie sneech respecting the policing of the western Pacific. THE COMMONWEALTH'S DESReutcr published a synopsis 5f the Commonwealth naval despatch.
