PARIS. Mar. 1. M. Tarbdieu, Foreign editor of Le Temps, has published a sensational article in the Revue Deux Mondes narrating how Sir Edward Grey's, Count Witte's and President Roosevelt's -firmness at Algericas thwarted Prince Bulow's and the Kaiser's attempts when the Rouvier Cabinet was overthrown to frighten France into yielding on the Casablanca question. '• Sir E. Grey checked Germany's deliberate misrepresentations which were conveyed through diplomatic channels.
