LONDDN, Mar. 1. The Produce Exchange has agreed to a rule whereby buyers will accept Government graders' certificate of quality at the time of shipment as final by adding : "Unless the buYer is of opinion that an error occurred in the grading in which case he shall have the option of submitting the mat ter to arbitration.
