PLURAL VOTING BILL.
LONDON, Nov. v?. In connection with' the Plural Voting Bill, Mr Balfour warmly supparttid a clause submitted by Lord Robert Cecil delaying the coming into operation of the Act until after the general elections, unless in the meanwhile the franchise is granted to women. The clause was defeated "by 278 to 5.3.
