LONDON, Nov. 28. Sir H.C. Banherman severely rebuked Mr MacNeil for attacking Lieut Col. Sir H. E. McCaUtun, Governor of Natal, in the guise of a question. He added that the Governor had donenothing to forfeit the confidence of the Government. •
