The weather was fine, but th©re wao heavy seas. Reports show that the crews of the sunken ships number 4000. A Russian warship arrived at Iwnwi and surrendered under the white fiag, v,'\ih 300, mostly wounded during the onslaught on Rozhdcsi vengky on Siturday, which was terrific. Four Russian ships sunk and others were heavily damaged the same night. The torpedoers harrying the fleet, broke up Rozhdestvensky's division, subdividing them into two part*. Some ivere damaged and sunk during th© night. (Received 12 8 tun.) LONDON, May 30. Tho Times expert in reviewing Togo's report says the fleet was defeated when the unity of concerted action was, interrupted as this was with Roahdesfcvensky on the evening of the 27th. Then came the grand opportunity for the torpedo craft, and evidently Rozhdestvensky's slender torpedo force was destroyed from the very outset, but Togo ; kept his torpedoes in hand, until the phy-chological moment, and then hurled them amidst the already shaken and demoralised Russian fleet, completing 'the work. Tlie larger craft then begun the fleet to a mere herd of fugitive and discomfited units. Togo •bettered the doctrine which favours letting loose torpedoers before a general action, and sVtook the enemy's in force, impairing the amnament tended to resist torpedo attacks, and tcrpedoed when the enemy's moral and material power of resistance was at a low ebb. The moral effect of an attack ii» such circumstances waa tremendous and overwhelming. He adds tihe interpretation by tlie naval circles at St Petersburg of the panic is doubtless sub- " stantially correct, discomfiture completing the break up and made surrender a foregone conclusion. Rozhdestvensky's men have undergone an ordeal more searching than any modern seamen lia-i undergone. He was not entitled by default of experience to the contrary, to say that any other modern seamen could endure it witll greater fortitude or better sucoess. The Russians were out-man-oeuvred, out fought, ovei"powered, and utterly defeated, but went manfully and straightforwardly into th© conflict.
