St Petersburg, April 18. A pessimistic feeling prevails in Russia in regard to the Peace Conference. London, April 19, The Daily News says that the result of the Peace Conference will depend upon the Czar suspending shipbuilding. In response to Goschen's recent overtures when explaining the naval programme, declared that if the other Powers represented at the Conference diminished their shipbuilding programme Britain was prepared to modify her proposals, including the strength of her navy.
