(Received January 25, at 2 a m.) THE BULGARIAN QUESTION.
St. Petersburg, January 23. The Journal de SL Petersburg publishes an article to-day which states that most of the European Cabinets have received-with 1 favor the efforts made by the Russian Government to settle the Bulgarian question. The first and most essential point in arriving at a settlement will be, it states, : to restore legal government In that country, and then arrive at an agreement as to a successor to Prince Alexander.

The statement published by the Daily News that Germany will shortly "demand from France an explanation of the massing of troops on the frontier is officiajly denied both in Paris and Berlin.
