[renter's telegrams.] (Received December 7, at 1 a.m.) SERVIA AND BULGARIA CAN'T AGREE. Constantinople, December 5. King Milan of Servia rejected the counter proposal put forward by Prince Alexander of Bulgaria, in reply to the Servians' terms of peace.
