the latest arrivals from "NW Guinea bring the news that Sir Peter Scratchley, High Commissioner, is seriously ill with fever. (Received December 3, at 1.11 p.m.) THE FEDERAL ENABLING BILL. The Federal Enabling Bill was finally passed by the Legislative Council last night.
