uiy. in his speech, Emperor William mado special reference to the recent difficulty with Spain, and announced that the mediation of the Pope definitely settled the Caroline Islands' question. His Majesty expressed himself confident that the struggle now taking place in the Balkans would in no way disturb the friendly relations of the Great Powers, and he hoped that the signers of the Berlin Treaty would maintain the security of the peoples concerned, and impress upon them the necessity for respecting the treaty.
