According to a late cable message received at two o'clock this morning, Reuter informs us that the Marquis of Salisbury, in addressing a public meeting at Newport, said that England cannot interfere in the revolution, in Roumelia, although the policy of the Government is to uphold Turkish rule. In domestic matters he is prepared; to entertain reforms in the transfer of land, in local government, and Irish affairs.' He also expressed himself in favor of strengthening the bonds between the Imperial >, Gove* nment ; and the colonies, with a view to promote federation of the Empire. He would also uphold the State Church in England.
