Constantinople, March 20. The Russian troops have completely evacuated Adrianople. London, March 21. j The French war vessel Arrogante, six guns, foundered during a heavy gale, and 47 were drowned. Lord Chelmsford, writing to the Secretary of the Colonies on February 9, requests to be superseded in command of the British forces in Natal. The Governor of the Cape Colony, in a letter accompanying the dispatch, says he concurs in Lord Chelmsford's request, and points out the necessity that an officer be selected fitted to succeed him. The Secretary of the Colonies, replying on the 19th, censures the Governor's policy ; but says the Government has no desire to withdraw their confidence in him in the present crisis, and adds that the Government will decide upon peace conditions with *he powers, but are indisposed to sanction the annexation of the Zulu country. Wool firmer ; better attendance of the Home trade, with less reserved prices, without noticeable alteration. Wheat lower — New Zealand, 4a 3d to 4s 6d. A commercial panic has occurred at New Orleans, and there has been a run on the banks there, causing great excitement. Latest Cape news states that Lord Chelmsford has resumed active active hostilities, and that Colonel Pearson, after a severe engagement, in which the Zulus lost heavily, succeeded in defeating them, and burning down Cetawayo's kraal.
