We are glad to observe that Mr A. R. Guinness has drawn the attention of the Provincial Council to the unfairness which prevails in Westland with regard to the payment of the salaries of the Resident Magistrates. We drew attention to this subject some time ago, and pointed out the very fair claim which the Province has upon the General Government in relation to this question. We hope that the Council will give no uncertain sound upon the matter. There is no doubt whatever that at least a thousand a year may be saved to the Province if vigorous action be taken. The General Government cannot, with any valid reason, decline to pay the salaries of its own officers, although they have to discharge functions of a local character in addition to their main work.
