The whole of the returns of the Provincial Council elections are now in and, an idea can be formed of the quality of the new Council. On the whole it may be said to be an improvement, but it is singular that bo few, old members have been re-elected.. > Out of the fifteen members elected there are only four who have held seats in the County Council — Messrs Laliman, White, Dungan-, and Cuming.
