(From the.,; West Coast Times,) Wellington, July 7. In the Legislative Council yesterday, the Hon.— Gray moved a resolution affirming the desirability of adhering to the selfreliant policy. The Colonial Secretary (the Hon. — - Gisborne) and Colonel Whitmo: c opposed the resolution, and the debate was adjourned. A call of the Council was made to-day, and eighteen members were reported to be absent. Wharematangi, chief of the Pabakoe hapu, with forty-one followers, has come into Patea, and giveu himself np. Ninerteen of these are able-bodied armed men, the rest are women and old men. The natives are rapidly erecting the Wanganui telegraph poles. July 8. Mr Fox has postponed the resolutiona standing in his name in reference to the Ministerial defence policy, owing to Mr Vogel's illness having prevented him from holding the necessary consultation. Mr M'Lean gave notice of resolutiona that two Commissioners be appointed to proceed to England to represent to the Home Government the great efforts that had been made by the colony to defend itself, and its inability to do so any longer unaided. He proposes to ask for two regiments, and that the colony should enter into an arrangement to pay ,£4O per man annually for the same. The Summary Trial? Bill in disturbed districts was read a second time yesterday, and passed through Committee to-day. It provides that court martiala may be held on rebel prisoners with a jury of five, fhree to give a verdict. It also empowers the arrest of suspected rebels. Napier, June 7. Colonel Herrick has arrived in Napier to receive instructions from Mr Ormond in reference to the future .proceedings of the war. He had reconnoitered the enemy's position on the Waikare Moana Lake, and ascertained that they occupied three fortifications, and were evidently expecting an attack. July 8. The St. Kilda started with directions to convey 170 Ngatiporous home, and return for the remainder, who are to be withdrawn from Waikare Moana. Bad weather setting in, she returned. Half; the force at Matata is still mutinous.
