OSBSS ASSOCIATION TBLHGBAM.J LEGISLATIVE COUNCIL, Tuesday, July 11. NOTICES. The Hon. Mr Norsk gave notice of a motion to prohibit the importation of snake* and wild animals for exhibition; also of a motion that oil railway guards should be made special constables, so that they migat deal with drunk and disorderly people. QUESTIONS. In reply to Oapt. Fraser, The Hon. Mr Whitakbe said the Government had not considered a report on the Civil Service by a committee of the Council last session, inasmuch as the report was not referred to them. In reply to the Hon. Col. Brett, The Hon. Mr Olives said the Government were considering the advisability of separating the passenger from the goods traffic over the Bimutaka, so as to prevent a recurrence of the accident of July Ist. POLICE PBOTBOTION. Sleaking to the motion by the Hon. Mr Bobinson, The Hon. Mr Olives said the police had reclived instructions to attend the arrival and departure of steamers to prevent drunken and disorderly persons from using disgusting language, The Hon. Mr Scotland said similar police protection was required about the Parliamentary buildings.

BAILWAY BILL. The Railway Construction and Land Act Amendment Bill was passed through Committee after a long discussion. BILLS. The Mining Companies Act Amendment Bill was read a second time, and the Fisheries Bill a third time. AUCKLAND COLLEGE AND GBAUUAB SCHOOL Dr Pollen moved the second reading for the Anokland College and Grammar School Bill, the debate on which was adjourned. The Council rose at 5 p.m. HOUSE OF EEPBESBNTATIYES. Tuesday, July 11. The House met at 2.30 p.m. ABHBUETON COUNTY COUNCIL. The report on the Ashburton Ooonty Council Empowering Bill was agreed to. WELLINGTON HAEBOB AND COEPOEATXON LAND BILL. Considerable discussion took place on this Act Amendment Bill. The motion for the report being adopted was opposed by Mr Hutchison, and supported by Messrs Levin, Maoandrew, George, Fergus, Atkinson, and others. The report was adopted. QUESTIONS.

Beplying to Mr Joyce, The Hon. Mr Johnston said that of the four district companies only the AshburtonForks Company bad applied for a special rate, which, however, was not levied. An auditor had been appointed for it, and would be appointed for the other companies. The quarter payments amounting to £1044 on the Ashbnrton and Forks line had been paid, and the cost of all four lines had been properly certified. Beplying to Mr Hntohison, The Hon. Mr Eolleston said an opportunity would be given the House to consider the report of the Volunteer and Military Land Claims Commission, as a Bill would be required to give it effect. The Hon. Major Atkinson said a vote would be asked for a light in the French Pass, and a beacon on Jackson’s reef. Replying to Mr Feldwiok, The Hon Mr Dick said that a late At-torney-General’s opinion was that the governor of Lyttelton gaol bad power to awar’ twenty-four hours’ solitary confinement to prisoners in certain oases. Replying to Mr Harris, The Hon. Mr Johnston promised to make some advances to repair the main aonth road between Remnera and Drary, and would inquire as to the necessity for a telegraph office at Papakura, Replying to Mr Daniels, The Hon. Mr Dicx said the Government did not propose making any farther amendment in the Corrupt Practices Act.

Replying to Mr Cadman, The Hon. Mr Dick said the Government would cause an inquiry to be made into the present unsatisfactory state of things existing in the north between sawmill owners, bush contractors, and bushmen, with a view to amend the Contractors Debts Act, 1871, so as to protect bushmen from being defrauded of their wages by unscrupulous contractors.

Beplying to Hr Iveis, The Hon. Mr Bbyoe said the Government did not intend making any alteration in the site of the police station at South Bakaia. Beplying to Mr Thomson, The Hon. Major Ateihson said the Government paid £4O a year to certain persons to maintain a light at Whangabi. If their residence was burned down, it was not the business of the Government to re-build it. In replying to Mr Wynn Williams, The Hon. Mr Dice said that the Government would, in accordance with the recommendation of the joint committee on bankruptcy, bring down a Bill to amend the Bankruptcy Bill, and would be glad of the hon, member’s assistance. In reply to Mr Pyke, The Hon. Mr Johnston said the increased charge of one penny per word recently imposed on cable messages to Australia was collected by New Zealand simply as agent. In reply to Mr O’Oallaghan, The Hon. Mr Dice said he was not aware of any prisoner named Brown now undergoing sentence in Christchurch for cruelty to a horse. Beplying to Mr Bracken, The Hon, Mr Ebycb said it was not considered necessary to be guided by provincial boundaries in forming the Board of Officers to report on the re-organisation of the Volunteer force. One Otago officer, however, had been asked to act, but was unable to do so. In reply to Mr Fulton, The Hon. Major Atkinson said no subsidy

had in any case been paid to the Boad Boards on rates collected up to March 30th, 1881. NATIONAL LIFE INSURANCE. On the Order of the Day for resuming the debate on the National Insurance resolution being read. The Hon. Major Ateikson said the Government had considered Mr Sheehan’s proposed amendment, “That the proposals were not satisfactory,” and that they had come to the conclusion that they would not accept such an amendment from a member occupying such a position as the hon. member for the Thames. He understood, however, that the hon, member had not proposed the amendment as a party one, and might therefore be willing to withdraw it. Mr Sheehan at once said he had not intended to raise any party question by his amendment, and therefore withdrew it. The debate was then, on Mr Weston’s motion, adjourned to Monday next.

THB OBDBEB 07 THE DAY. Considerable discussion took place on the motion to postpone all Orders of the Day so as to enable Major Atkinson to move—“ That for the remainder of the session Government business take precedence on Wednesday.” Messrs Fisa, Weston and others objected to private members being so suddenly deprived of a day, and The Hon, Major Atkinson consented to insert the words “after 19th July.” When this was done, Mr Moss still objected, and proposed to alter the date to the 26th July. This was negatived, and when the dinner hour arrived, the Bouse was discussing a further amendment by Sir George Grey to sit on Monday and Friday mornings at ten o’clock for private members’ business. EVENING SITTING. The House resumed at 7.80, _ Sir George Grey’s amendment was negatived on the voices, and' Major Atkinson’s motion agreed to. The Hon. Mr Johnston then delivered the ' Public Works Statement, after which Mr Montgombby moved the adjournment of the House, in which The Hon. Major Atkinson concurred. The House rose at 8.30.
