DRAINAGE BOARD.

A meeting of tho Christchurch District Drainage Board was hold at 3 o’clock yesterday afternoon. Present —Mr K. J. 8. Harman (chairman) and Messrs Blakiston, Cun, Hall. White, Tarcred, and Hobbs. With reference to tho drainage scheme at present being carried out. The Chairman made the following statement :—Having noticed certain statements in tho newspapers, implying that doubts e^istAn soma quarters as to whether Mr Clark s scheme of drainage is being carried out by the Drainage Board, I have thought it duo to the public that anv doubt or misapprehension on thr point should bo removed. I desire, therefore, 1 to state emphatically that the schema of drainage nevr being carried out is that which is commonly known as Mr Clark’s scheme, and that no deviation from the scheme has taken place. In saying that ‘ no deviation has taken place,” I do so advisedly. Tbo substitution of drainage by the Perry road ami that by Jackson’s Creek was distinctly approved of by Mr Clark ; m d the construction of the Madras street oto-p-wator sower was merely an increase of the | revision for tho discharge of storm-water st paratcly from sewage. A Totter was read from Mr W. H. Dawe, agent, for Mr G. Green, stating that stagnant water in tho ditch made by the Board at the beck of Orescent road was tho cause of a nuisance reported on bv tho inspector. A report from the Inspector of Nuisances stated that tho nuisance complained of in Orescent read was caused by tho drainage frem three cottages belonging to a Mr Green. The Chairman wan understood to say that tbo drain had been cleared not. Mr Hobbs reported the result of the finance committee’s deliberations as to the distribution of rates over tho several districts included in tho Christchurch Drainage District. An equal rato all round was the only way he saw out of tho difficulty, Mr Hal! strongly opposed the Kiccarton district being charged a proportion of the cost of the pumping station and outfall dram, on tho ground that the said district derived no benefit from Mr Clark’s roheroo. Mr White pointed out that Mr Hall wao in error — that proapoctivu’y Kiccarton benefited; and had already received advantages by the drainage operations. Tho Chairman agreed with Mr While. Mr Hall said ho should take all public and private meana to oppose ouch a course being given effect to. _ After some discussion rather lively character, Mr Hobbs moved, in accordance with the recommendations of the committee —"That the Board adopts tho principle that the cost of the storm-v;ater sewers bo apportioned to tho csvpaal sub-districts within the Christchurch Drainage District, in a ratio the area drained within such nub-districts." The motion was discussed and put to tho vote, a division being taken with tho result that the motion was carried by five to two, Messrs Cuff and Hall being tho dissentients. Mr Hobbs then moved—" That the Board is o£ opinion that the construction of tho main outfall drain from the East belt to the pumping station, and all other main drnine, pumping stations, &c., is for the benefit of each and every portion of tho drainage district, and that one rato should bo struck over the whole district to pay interest and sinking fund on tho cost of those particular drains, pumping station, &3. Seconded by Mr Blakiston, and earned on a division by five to two. Mr Hall said he should advise otsps being taken to oppose the imposition of the charge in hia district. This c included the discussion on tho finance committee's report. Several accounts were then passed for payment. Mr White moved, in accordance with notice—“ That the hour of meeting be cnanged from 230 to 1.30.” His object was to facilitate the dispatch of business. Tho motion was carried.

The Board thou adjourned till Monday naxt at 1.30 p.m.
