The Cabulese protest their utter inability to pay the fine imposed on them for complicity in the rebellion. [MELBOURNE “ ARGUS ” SPECIAL.] LONDON, January 15. A Sign of the Times. A quarrel occurred at Kaliz between some Russian and German officers, at a regimental dinner. The Russians drew their swords, but their commanding officer averted bloodshed, and escorted the Germans to the frontier with a troop of hussars. Germany and Russia. The “ Globe ” states that in consequence of an increase in the French and Russian forces, Germany has resolved upon a similar course of action.
