If, after a general election the Council continue stubborn, Sir M. Hicks-Beach will ask Parliament to amend the constitution. April 25. Mr Berry is unwell. Yakoob Khan has invited an English mission to Cabul, The rate of discount in the open market is one per cent under the Bank rate. Tallow is dull at a slight decline on former quotations.
