[.Special Wire.] Wellington, January 4.T The correspondent of tbc Press Agency at Cape Town writes on 21st November : Our differences with Cetywayo, the Zulu king, are as far off settlement aa ever. Ihe Governor in still in Maritzburg, Natal, and all our available forces are being massed at various point-i of the bordor, but Cetywayo, whether lromfeur or want of preparation appeal's uncertain, refrains frjm any overt act o: war, although there can be little doubt remaining that he is the instigator of Secoicccni's troublesome conduct. The natives of the northern borders have taken to fighting among themselves, which made our task of dispersing them easy, and matters have been so quieted down that the administration of Griqualand west has issued an amnesty, from the operation of which only the chiefs and all councillors and leading men who have taken a prominent part in fomenting or maintaining i*ebellion, all rebels who were in receipt of pay from the Government as head men, and all who are suspected of having had an active share in any murder, are excluded.
