LABOR’S PLANS. NO GOVERNMENT BY ROYAL COMMISSION. MEMBERS WOULD BE ATTACHED TO EACH MINISTER. (Press Association.) WELLINGTON, Nov. 0. Government by Royal Commission had become an institution which should he superseded hy the elected representatives of the people, said the leader of the Opposition, Air. AL. .T. Savage, in the course of n. policy speech in the Town Hall last night. Royal Commissions had their place .when charges of maladministration had to bo investigated, but they should never he employed to find a policy for the Government of (he day, as lvad been the ease in recent years. Labour proposed to meet the situation by co-opting the services of alt members elected to support a Labour Government/. .Ministers would still bo appointed n,s at present, and the prerogative of the Crown would he preserved, hut rank and file members of the Qovjqrnnteiit would be 'associated with each Minister, according to their fitness for tho various positions. The cost of Government would not be increased. It was not tho intention of Labour members to divide among themselves fees at present paid to Royal Commissioners, as suggested by a section of the press. The idea was to pool salaries already paid and to share according to arrangement. The proposal had been unanimously adopted, first hy the Parliamentary Labour Party and ultimately hy the annual conference of flic party. The main object was to make it possible to bring about far-reaching changes for tho benefit of tho people in the shortest possible- time.
