AL Ilcrriot, in ihe Chamber, said that President Roosevelt considered France’s payment of the December instalment of the war debt was an essential condition for any future arrangement, hut America was willing that tho payment he included in the final settlement.
At. Ilcrriot added that plans for a settlement wore under consideration in. AYashington and London, hut these did not concern Franco.
