The Senate ‘‘lsolafionlisis’’ won an important- victory against Air. Roosevelt’s foreign policy today, when the Administration partisans on the Foreign Relations Committee ..vero forced to agree to a com promise on the Arms Embargo Bill, where by il,o President would be given power to declare an embargo only, against, both belligerents in the ’’se' of hostilities.
According to Senator Johnson, who insisted on limiting tile President's power, the adoption of the amendment retains the status °f neutrality of this nation.
