Word from New York to-dav clearly indicating that Air. Roosevelt would continue the Hoover-Stimson Manchurian policy, although merely confirming the general assumption that Air. Slim son and Air. Roosevelt liad discussed the matter at the recent conference. and reached an agreement, has been received with considerable gratification in official circles. It is felt here that the situation is reaching a crisis, and the League must take definite action of some sort immediately. It is believed that both Japan and China, and also the League, will give coiisideratibn to Air. Roosevelt’s strong position, which included the statement, “I am wholly willing to make it clear that American foreign policies must uphold the sanctity of International treaties. That is the corner stone on which all relations between nations must rest”. The Stale Department is apparently not perturbed at Toyko's objection to American participation in arbitration, ns tin’s was expected..
