Mac Gibbon. • * • , i Regarding the portion of the fail- : ing reserve . adjacent to' AVaikanae beach,.the,acting]general manager of the' Railways Department advised that, the matter had been further considered by the Railways Board, which liad decided that it could not , continue to allow the ocqupancy of the land free of charge. A special valuation of the area was being ob-. tained, and the council would bo advised later at what figure the board was prepared to grant the council a lease.—The letter was received. ■j The Gisborne agents of the Auckland Automobile Association, Messrs Ball and Crawshaw, wrote suggesting that direction lines should b$ painted at the Peel street end of the bridge, and 1 at other road "intersections .whe,r.e there .were no. traffic domes, apd where there was considerable motor traffic.—-The .matter was refer, rod to the works committee. Mr H. C. lTawkes, writing on. behalf, of a number <>f .'residents,, .complained of the nuisance caused by straying stock in ..the vicinity of Hunter street-.—ln view of legal proceedings pending, it ‘was decided to Tefcr the matter to- the health committee.

PUBLIC WORKS COMMITTEE

: The public works committee report ed as follows: —

“A.‘list of contemplated works lor the fortnight was submitted by the engineer, the principal works bc-mg surface spraying with bitumen oi roadways as authorised, and general maintenance works, together with continuation of the various works under Scheme 5. “An estimate, of £760 was supplied for a 24-inch concrete pipe drain m Russell street and it was agreed to recommend that same be proceeded with under stormwater loan account. “The engineer reported on repairs to Ball a nee street footway, the estimated cost of which was £l4O, and after going carefully into the matter it was agreed that urgent repairs to the extent of £SO be undertaken this year, and the balance of the work at a later date.

“It was agreed to adopt the engineer’s recommendation to resurface Gladstone road from the borough boundary to Herbert road in lieu of only to Lytton road, and in order to do this the resurfacing of Hall street, and a portion of Rutciic road v ill have to be hold over until next season.” FINANCE COMMITTEE. Tlio finance committee's report included the following paragraphs: “Bank interest received the committee's consideration and it was decided that any reduction in the rate was a matter for. arrangement by the hanks or between the hanks and the Government. Therefore, no recommendation was made. “A letter sent to Mr. H. W. I,eft from a southern flyer complaining about the. half-crown passenger tax was considered, when it- was decided there would lie no chance of reducing the fee as the aerodrome, was being run at a loss. In regard to’ an application from tbc H.B. Aero Club pointing out that they had purchased the Gisborne machine, and asking to be allowed the occasional use of the aerodrome at a monthly rate, it . was resolved that the charge should be made as low possible to encourage flying, and Unit for this year the sum be fixed at £2 including fees for training purposes.”

INSPECTION COMMITTEE. The inspection committee reported as follows:“Botanical and Vegetable Gardens. -—Considering the long spell of dry weather these gardens are in good order, and a. largo quantity of vegetables are always available for relief workers.

. "Iloatl Surfacing: Bitumcnising sur facing of. Roebuck road bridge has, been completed, a.nd work iy proceeding on Gladstone road. It was noticed that the footway, at the town approach of the Roebuck road bridge contained, a lot of large stones, which was a source of complaint by ladies, especially those wheeling prams.

>\ “Stanley Road Septic Tank: The installation of a I2in. by-pass in connection with this tank, is in progress, and should prove a great benefit when the tank, is being, cleaned out. k,

.“Rubbish Depot: This tip is in a cleanly condition, >_ the fiibbfeh is now ’handled to the best advantage, and there are no,;, causey far , complaint in the locality. “Tree, Palmerston' Road: The eh-, ginocr roportcj that the P* and T. Department desired that a largo willow tree, growing on the council’s ;property .at intersection of Bright street and. Palmerston 7 toad ‘be cut dowfi, as same interfered with telephone wires.. It was agreed that lopping the tree to clear the wires would be sufficient: * “Abattoirs-: This department.. was found to bo in good working order 'affid everything ' satisfactory. It, ’ s ■suggested .that advantage be taken of surplus brick’s from earthquake repairs and that’ same be carted find spread on. the' cattle race- leading from the read to the shelter'shed;” ENGINEER’S REPORT., - The engineer, Air. E. R. Jho mas, .reported, inter alia, hi the following matters: —

“Reserves: Usual maintenance lias 'been carried out and work at Anzac Park and Aberdeen road vegetable gardens has been continued. Existdng .fire.breahs at Kaifi hill plantation are being cleaned up and. new ones arc being made at Awapuni road plantations. The ;replacing of . hfindTails and repairs to floor and foundations of the band rotunda, botanical gardens, have been completed. Tile painting has still to be taken in band. A * “Alain Leuanee.—-Works comprised: Street cleaning; cleaning stormwater drains uiid sumps; repairs to various streets including bitumen surfaces; cleaning, trimming and repairing various footpaths; haulage of gravel ; cartage of spoil.; cutting noxious weeds; minor repairs to' buildings, plant and.bridges. “Hot Mix. ; —Harris street,' from Tfanui read to Tukura road:'Tin's section lias been done in tlio secondclass method similar to Bright street. The completion of this work concludes the hot mix - programme for this season. - The following-streets were laid iii hot mix slal) and second-class method this summer: Stanley road (Childers road to near. Anzac street). 330i:sq. .yds; Lytton road (Gladstone road to Childers roads), 185-lsq. yds. : Childers road (Lytton to Northcole roads), 37fi3sq. yds.\; BaHanee -street (Ormond to Russell streets), 35835 q. yds. ; Harris street (Iranui to Tukura road), (second class),. 17705 q. yds. The total was 17,26-1 sq. yds. ! “Bitumen surfacing and road . rcpairs: Surfacing with bitumen and Napier shingle is iiow in progress, work being in hand in Gladstone road, from the Borough boundary to;wards Herbert road. Cracks in old njix pavement have been sealed with bitumen. Gravel has been spread on Awapuni road, Sheehan, Russell aud Disraeli streets and minor repairs attended to where necessary. Resurfacing of Roebuck road bridge and ’improvement to approaches is now completed. "Notice Boards: Notice boards calling attention to dangerous corners have been erected at the intersection of Roebuck and Aberdeen roads and at the corner of. Harris street and Rujlene road. “Hirini Street Culvert: Reinforcing sj.ee! for this culvert: has come To hand and the bending of same is being proceeded with. The preparation of the foundation to take the floor slab of the first section is now in band.

.'"Unemployment Relief Works: During tlie fortnight ended December ‘2‘i, employment was provided for 200 men per week. The main works comprised: Vegetable gardeus at botanical gardens and at Anzac Park reserve; cleaning and trimming footpaths; repairs to To Ha para sewerage system ; by-pass at Stanley road septic tank; assisting at hot mix; cutting of noxious weeds;' removal ofspoil at Tanmata Hill'reservoir." WATERWORKS. ' Regarding the borough water service, the engineer reported us follows : ■"The water reticulation throughout the borough lias been given the usual attention. Three new services, in Gladstone road. Grey street and Iranui road, were installed. Gauge readings were: highest HOlbs, lowest 751bs. Work has been carried out as follows: Fixing new services; repairing hydrants, valves, tobvs, services and mains; reading, testing and repairing meters; repairing leaks on tjop line; repairing main across Tarlibcru river at Lytton road. Tlie top Ijno has been mainntainod in working order. There were two leaks during 'the four weeks, both at AVaingake. The quantity of water that passed . through the Venturi meter was as follows: Week ending December 19; ■J932— 6,689, QOOgals;': do,, December .26,' 1932—6.200,000ga15.; do..' January 3, 1933—6,340,0C0gah5.; do.. January 9, 1933—6,170, 000ga15. On Taumata bill, the formation of a cutting ;for the removal of excavated material is now completed and the trimming up of the inside in readiness for concrete is in hand. The repairing of the main from Lytton road to Taumata Hill is nearing completion. Work is now bold .up pending the arrival of a supply' of special nuts and bolts to withstand thq corrosive aqtion of the salt water. V'l'ltc supply has so far met the demand. The restricted use of hoses is still advisable for; although Considerable’ rain fell- at the hoadVvorks the present inflow is only capable of maintaining the regular, draw-off for three or four weeks. The pumping plant at Mungapoiko L in readiness for use if required this season.” The reports' wore adopted.
