The Daily Telegraph, emphasises the eivls of foreign Governments subsidising merchant shipping. Tho paper says that Italy is now paying £4,000,000 per year on her merchant marine of 3,500,000 tons, one-quarter being to owners of tramp tonnage. It quotes as an example a vessel going to Australia which received a subsidy of £1685, thus automatically displacing a British vessel. “It is easy”, it adds, “to see why 40,000 British seamen are jobless, being 37 per. cent, ot the \> bole and why 115,000. shipbuilders ore unemployed. It is estimated that 28 million tons of foreign shipping is being subsidised annually to the extent of £30,000,000. If the British merchant navy were subsidised similarly, the cost to the taxpayers would be an additional £21,000,000.” The Daily Telegraph considers that defensive measures, will be necessary in the. course of the year.
