GERMANY’S THREAT

EQUALITY wanted, not arms

The text- has been issued! of tho German note concerning equality of armaments. It; declares that Germany is prepared to accept any prohibition of- weapons applying to all countries, but demands a reduction of tho existing term of 12 years’ military service and the establishment of militia force under shorttime training for the maintenance of internal order and the defence of coasts and frontiers.

Tho aide momoire demands that the armaments of other countries be reduced to a. point, which, with due regard, to Iho special conditions el each country, shall correspond with, the state of armaments forced upon Germany by the Versailles Treaty. Germany refuses to be treated as a second-class State, but would be satisfied in iho beginning with certain modifications of her armaments, believing that a second Disarmament Convention will bring a reduction, of armaments for the highly-armed nations. Germany is ready to discuss plans for the security of all other Stales. Baron von Nouratji, in an accompanying statement, says ; “Our equality, not our armaments, is the point we have submitted for discussion, it is a distortion of ilio truth to refer to Germany’s armament tendencies and. threat of military- power. Germany has waited ten years for the fulfilment of her claim and cannot longer remain under discrimination that is irreconcilable (with honor and security.
