FORECAST AS TO FIRST TARIFF ORDERS (U.P.A. by Elec. Tel. Copyright.) (Received Nov. 20, 1.10 a.m.) LONDON, Nov. 20. The expected first orders under the Imports Bill issued on Tuesday, it ia understood, will he preference to Empire goods dependent on 25 per cent of their value being the result of labour within the Empire and in the case of goods manufactured within the Empire, but not wholly of Empire material, they will apply only to the portion made from Empire materials.
