The Soviet authorities have decided To clear from Leningrad drains and catacombs, thousands- of waifs, .strays and criminals living therein. .Most of tl.je children are halfnaked and lead lives lower and; more degrading than the most primitive savages.
The catacombs are full of empty vodka bottles stolen from the State vodka shops.
The- population, of the drains I'as its own mayor. Life begins at midnight. Men and women teach children every form of depravity.
