The Government did not want to interfere with legitimate private enterprise, but there was a responsibility on private capital to get the Dominion out of its present difficulties. Although the recovery was slow, the Government was doing its utmost to improve the position. Immigration had been stopped for the time being. Over £2,000,0000 had been liberated to give’ the country new confidence, and an active public works policy was being pursued. It was fair to assume that had there not been a radical change of policy by the Gov e rnment the unemployed position would have been very much worse than it was to-day. There was (returning a spirit of optimism, based on the progressive and liberal policy.
