:• CLEAR CUT ISSUES FOR ELECTORS > HEAVY, VOTING EXPECTED To-day the electoral of Gisborne and the Bay of Plenty, will decide who will represent them in Parliament during the next three years, ;and will record their views as to whether New Zealand should lo main ‘ hvet’’ or go ' ‘‘dry”. •.; , ■ • ■ : - Polling will Commence at 9 a..in and conclude at 7 p.wV; aw-hour la:-, ter than in elections in formeryears. There are almost .1500 more voters on the roll of the Gisborne electorate who are, entitled to . exercise their franchise, than throe years ago. The roll this year comprises 11,971 names, compared with 10,474 in 1925,' when* 9226 votes were recorded, of .* which 93 were informal, representing about one vote in every 100, Heavy polling in this electorate, is expected to-day, but on the other , hand had weather of course may affect the numerical strength of the voting. Apart from the increase in the. number of voters this year facilities have been granted by means <of postal voting tor people who are so enfeebled or incapacitated .by. illness 1 to register their views. The facilities granted to electors absent from their own electorate to vote by declaration, have been tightened up. The issues both in electoral and licensing are clear cut and are not complicated with instructions. The voter has simply to strike out the names of the candidates he does not favor, or in the case of the licensing issue, the proposals, ho, is opposed to. Only one name on the electoral proposal and one proposal on the licensing papers must be left untouched. If more than one line is deleted the vote will be invalid. With regard to voting by declaration, electors are advised that they may take this course (1) if they are assured that their names appear on the roll of another electorate, in which case they are entitled to vot© on the contest in that particular electorate, this being termed an absentee vote ; and. (2); if their names have been omitted inadvertently from the roll af this electorate, after application has been made for their enrolment and an acknowledgement of the application received from the returning officer. In respect to the latter class of vote, the elector must declare that he has made application, and that his application has been replied to by the district returning officer with an acknowledgement of the applicant’s qualifications. _ It is not sufficient that the applicant for a vote by declaration himself be assured of his own qualifications; he must have satisfied the district returning "officer as well.

The weekly half-holiday of shops and offices in town will be observed to-day instead 1 of Thursday, this being mandatory' under the Electoral Act. The business premises will thus remain open on Thursday afternoon, Factories do not need to shut this afternoon but the employer must allow each employee entitled to vote ■ a reasonable opportunity of doing so not exceeding one working hour, and no deduction in wages can be mad© for the period in which employees are allowed to visit the polling booth.

The hotels likewise are compelled to close from noon to-day
