(Received Nov. 4, 5.5 p.m.) LONDON, Nov. 3 The Scottish joint stock banks contemplate an interesting innovation which is likely to encourage thrift amongst tho humblest classes of tho population. The proposal is to open deposit accounts for any sum from a shilling upwards, allowing the usual savings bank interest of 2| per cent. Hitherto, the banks have not opened deposit accounts for less than £l. The course now proposed wilt open the doors of tho Scottish banks to a largs new class of depositors, previously barred, unless he were resolute enough to save up picce-meal his first JEI. Tho joint stock banks wi:s thus bj in competition with tho post Gffice savings bank and similar institutions.
