GETTING IMPATIENT.
DELAY OVER NEW ARBITRATION TREATY.
AMERICA SENDS NOTE TO BRITAIN.

(Australian Fres« Assn.j (Received' Oct. 21, 5.5 p.m.) WASHINGTON, Oct. 20. It is learned at the State Department that the United States is somewhat impatient over the year’s delay since the opening of negotiations and has asked Britain for immediate action on the question of a new arbitration treaty. Officials said ’ that Notes bad been exchanged during last week and the United States took the initiative in attempting to expedite negotiations. The American Note was delivered in London early in the week. If asked the British Government for the reasons for the delay and was so framed as to leave no doubt in reading into it that the United States is showing increasing impatience. London’s reply was received on the 19th. It merely explained that the Foreign Office' had not yet heard from all the Dominions concerning their attitude, but it .is nointed out, however, that London should have had plenty ol time to confer with the Dominion Governments, inasmuch as the draft treaty was handed to the . British Ambassador on December 29.
