WATER-BOUND MACADAM RECONSTRUCTION. COUNCIL’S VIEWS. Whether or not it was economically necessary to reconstruct cc sections of Kahutia. Street in bitumen grouting provoked some discussion in the Borough Council .on Tuesday night. ' The debate was started hv a v port from the ’ Borough Engineer (Mr. A. Young), who'stated that Ka-, hutia Street, from Grey Street to Derby Street, and from there to dei’s Road, was usually in a bad condition during the winter. He, therefore, asked for approval for the construction of these sections in waterhound macadam, 20ft wide, to be tar surfaced, at- a total cost of £4OO. Cr. W. J. Mac Gibbon inqured the additional cost of laying down the sections of the road in bitumenisc/l grouting, and was informed that it would be 4.0 per cent. more. He contended that the reconstruction should be done on this basis, as he considered all road work should be of a pc manent nature, and thus the Council would not have to meet such large maintenance bilks' as in the past. . The Engineer said he did not believe that the road would be user l by heavy traffic in the future as it had been in the past, in view of the fact that Childers Road was now paved. \ The Mayor concurred with Cr MacGibbon, stating that water-bound macadam roads were very costly to maintain, and construction in bitumenised grouting would give a more or less permanent surface. The Engineer said that to lav down tiie sections in ICabutia streetin bitumen grouting would involve abandoning work on other roads. The Mayor, however, reminded the Council that Ulus road was carrying considerable traffic from the railway station.

The Engineer said he failed to see why traffic took that- route. Apart from that, under the present weather conditions, it was not possible to undertake much grouting i work, whereas the weather was suitable for waterbourjd macadam work.
