GUILLOTINE APPLIED TO INSURANCE BILL DEBATE. (United Press Assn. —Copyright,) (Received Dee. V. 9.50 p.m.) LONDON, Dec. 2. Air Baldwin asked for the passage vf the guillotine motion on the Insurance Bill on the ground of congestion of business, but made no complaint or obstruction. A long debate followed wherein the Laborites moved several amendments with a view to increasing the time available for Hie debate. The guillotine 'was eventually carried by 236 votes to 160.
