Air Baldwin asked for the passage vf the guillotine motion on the Insurance Bill on the ground of congestion of business, but made no complaint or obstruction. A long debate followed wherein the Laborites moved several amendments with a view to increasing the time available for Hie debate. The guillotine 'was eventually carried by 236 votes to 160.
