IMPORTANT REMITS PASSED DUNEDIN, Jam At a conference of Power Boards’ secretaries held to-day the Mayor Mr JI. L. Tapley, M.P., weloonvd the delegates and stated that the conference would not only be of ioiufit to its members generally, and of educational benefit too, hutM f g-eat value to the hydro-electric undci takings throughout the Dominion. Mr J. A. Nash, of Palmerston North, presided and the following remits Mor<, discussed : Otago Board—“ That, in view of t J J( . desirability of securing to the hoards the property in installations financed by tiie.se hoards, and of the prevalence’ oi the practise, this conference k--co nun ends that electrical installation*, he included by Order-in-Council in that class of article which, by Section 5 of the Chattels Transfer Act--1921, shall not require registration to he effective in hire purchase agreements.” TJiis remit vets withdraw]! on account of the mover explaining that information had einee heen received that the matter had been co vered by legisdation.
Mr Clamp-bell (.“southland) suggefied that the boards’ solicitor should he asked to draw up a universal hirepurchase agreement form for u.-.tqW the boards, and a resolution to effect was carried unanimously. * Opunake remit (passed without A: mission) —“That the Census and F-rr-tistics Department and the PuW Works Department he asked to cooperate with the Association, with thobject of drawing up a combined io-m for statistics more in accordance vhh the general lecord kept hv power boards, whereby the one form would he sufficient for both departments.” Taraua Power Board remit—" Tin t it would he to the interests of power hoards to issue, monthly, printed ksffete to consumers, dealing with electrical topics, having in view the dissemination of useful information to the end that sales of electrical energy might be increased, and whether it would he practicable for all associated power boards to join in this propaganda, using the same leaflets and jointly defraying the cost of printing same.”—-This remit was held over till the next conference of the Association.
Franklin Board remit—“ That statutory provision for imprest accounts on the lines of the Counties Amendment Act, 192-5. be provided also for electric power boards.”—This remit was carried, after a brief discussion. Hawke's Bay remit—“ That the statutory provision for rating he amended. so that power boards might levy on local authorities. leaving the striking of the rate to the local bodies.”— Adopted. Tile following Southland remits were carried:—(l) “That xiie Power Boards Association he recommended to consider whether the Act should he amended so as to provide that boards have the option of imposing graduated penalties on unpaid rates, the maximum penalty to be 10 per cent.” (2) “That the Power Boards Association be recommended to consider the system of arriving at the basis of prying local authorities for collecting boards' rates.” (3) “That the recommendation contained in MiMartin’s opinion of September 12--1924 (Pamphlet No. 1. page 7. OpiuiwJP No. 7) on tire matter of advances to consumers for equipment be considered.” (4) ■'That appliances sold under Section 90 of the Electric Power Boards Act. 191 S. be made a charge on the land" : and (5) “That Power Boards be asked to make a practice of exchanging legal opinions on matters of more or less general interest."— P.A.
