WAIAPU COUNTY.

AIEETING OF COUNCIL

An ordinary meeting was held on April 22. Present: • Councillors, A. W. Kirk, M. Hyland, J. Woodford J. M. Reedy, and F‘. J. Williams. Councillor Kirk, as deputy Chairman, took the chair. In reference to the minutes of the previous meeting, Cr. F. J. Williams proposed that the words “be declared Main roads” ho inserted after the word “Rua'torea” in Cr. Busby’s proposition re Main roads on page 2 of the said minutes. Seconded by Cr. Kirk, and carried. The minutes of the previous meeting, as circulated, were then confined. Dr. Davis notified a case of enteric fever at Ruatorea,

Messrs W. H. Piper and others asked the Council to re-adjust, their working hours. C'r. E. J. Williams proposed, that these persons be informed that the Council does not. see its way to make any alteration to thci existing arrangements. Seconded by Or. Hyland, and carried. Air C. C. Spencer wrote in reference to access to his property. Cr. Reedy proposed that the letter bo held over to thq, next meeting of the Council. Seconded by Cr. Hyland, and carried.

Mr K. S. Williams M.P., wrote in reference to the rate of wages payable to workers on Government grant works and stating that he will interview' the Minister on the matter. Received.

Air W. R. AlcAlcnnmin applied for permission to erect a telephone wire across the road. Cr. Reedy proposed, that permission be granted. Seconded by the acting-chairman, and carried.

Thef District Engineer wrote in reference to the road connection between the Rotokautuku bridge and the Tapuwaeroa Valley road, and asking trf he advised as to whether the Council will’ obtain the- necessary consents of the owners or occupants to the. taking of the land. The acting-chairman proposed that Cr. Reedy and himself ho appointed to interview the owners and obtain their consent. Seconded by Cr. Hyland, and carried. Air G. T. Harris wrote in reference to his work on contract 1-23. After considering same the acting-chairman proposed that the matter he held over until the Engineer’s return. Seconded by Or. Reedy, and carried.

Air S. J. AlcMeckin wrote referring to Ills long: service- un’der the Council, and asking for some! consideration. ,Cr Hyland prop.used that the matter be held over until the annual meeting, and that Air AlcAleckin be informed to that effect. Seconded by Cr. Woodford, and carried. < AI. Match e and others wrote* in reference to, and protesting against the closing of the old Waipiro to Takapau roach Cr. F. J. Williams proposed that these people be* notified that the matter 11011 receive consideration at the next meeting of the Council.

The Chief Surveyor, Gisborne wrote in reference to the closing of roads to include sundry small sections of road near Takapau. Or. Reedv proposed that the Chief Surveyor be replied to and informed that his letter will be considered at the next meeting, when the Engineer will he able to attend. Seconded by Cr. Hyland, and carried. Air Duncan AlcAlillan wrote in reference to forming of road between Alokoiwi and Huknnui. Cr. Hyland proposed that the matter he referred to the Engineer on his return with instructions to inspect and report at the next inerting. Seconded by Cr. Reedy, and carried. _ Air Hakopa Haerewa applied for an eating house license. Cr. Reedy proposed that a license be granted subject to the Sanitary Inspector’s report. Seconded by Cr Hyland, and carried.

The Engineer reported as under: As I expect to get away to-morrow for my holiday the following are matters which I had instructions to attend to at the last meeting. .Access road to Tawhiti wool shed, Tokomaru Bay. This road has been surveyed but has not been taken over by the Council. List of cottages for insurance: This list was made cut and handed to Air Temple. •

Tenders were called for Contracts Nos. 3-21, -1-2-1.. and 5-23, which were closed on the 29th of March. After communicating with the deputy chairman, the tenders of Mr T. ConoJe for Contract Nos. 4-2-1 and 5-23 were accepted. No tenders were received for Contract- No. 4-24, so fresh tenders were called for Contract No. 4-24 (Jerusalem Dev.) together with No 5-24 (Alangaliauini Dev.) closing on the meeting day. The estimates for both these contracts have been left with Mr. Temple. Arrangements were made with Fernside Station to pack the* borrowed posts to Air Busby’s and Alakomako Station.

The necessary formation on the Pauariki-Puketiti stock track (Southern end) is being carried out-. Instructions were given to the roadman at Waiapu bridge to give the required decking for the small bridge on the Rangifcukia Road from the stocks at Tikitiki. In connection with the work asked to be clone on a portion of the Poroporo Road I must say that it would be a waste of money to do any work at this place. Much better to ask for *a grant and make, a new road. I made an inspection of the; To Horo-Tikapa line of road which I pegged' off some 4 or 5 years ago and came to the conclusion that if anything was going to be done on this road the best thing to do would he to start* at the beginning on the Awanui Road and take it ifi a face*. Nothing would he gained by starting a portion anywhere else. The cost of the first 60 chains would run into about'£lo per chain. • Before leaving I would like to remind the Council that if they intend going in for any more machinery it; would b:i ns well to be getting ready now. Without* wanting to rush you into any unnecessary expense, I would like to point out that in. my opinion it* would 1 he good policy ,to get another two lorries, as well as some of the other machines that were set down on* the list prepared some time ago. -My reason for saying this is that the working seasons are not very long, and wc have to make the best* of them and get through, a considerable amount of work during the fine weather. For next season there will probably ho the £4OOO to be expended on the Takapau-Ihmvgia Road in metalling, as* well as grant money on the main road. Then again there* is the* whole* of the* main roach from Tokomaru to beyond Takapau that required metal* repairing, besides various other places and works that will crop up. . Arising out of the Engineer’s report, Cr! F. J. Williams proposed that the position in regard to tlie* road giving access to the Tawhiti woolshed, applied for by Mr.Rykind, be gor.e into at the next meeting. Seconded hv O Hyland, and carried. the Chairman’s return. Seconded by Cr. Reedy, and carried. The Cbuncil then went into committee to open and consider tenders. On resuming, the Chairman announced that the tender of Messrs C'onole and Ohaffey had been accepted for contract No. 5-24, £6BB 13s, and that fresh tenders be called for contract 4-24.

The acting-chairman reported on the matter of Air Ngata’s proposals re payments of Native outstanding rates in Awanui Riding, and stated that the* chairman had gone thoroughly into the matter and was quite satisfied the* recommendations would bo agreeable to the Council. After some discussion Cr. Reedy proposed that the Hon. A. T. Ngata ha written to and informed that the* Council arc agreeable, and will accept his recommendations as set forth in his letter dated the 17th of March 1924. Seconded by Cr. Hyland, and carried. The acting-chairman proposed that All 1 Ngata he written to and thanked for his efforts in endeavouring to- put the Native outstanding rate question on a satisfactory footing. Seconded by Or. Hyland and carried.

Ur. Hyland advised the Council regarding the meeting held to finally fix the boundary between* the Alatakaoa County and this County, and pointed out the line of the! new boundary. Or. Reedy proposed' that the boundary defined and agreed upon by the* representatives of the Counties at the above mentioned meeting, as described by Air Hyland, bo approved, and that steps be taken to instruct tlie solicitors bo proceed with the legal formalities. Seconded by Ci\ Hyland, and carried'. ORDINARY BUSINESS.

Cr. F. J. Williams asked that the Engineer be instructed to meet him as son as possible so that he can point out a suitable alteration in' the Annum Road Line.

Cr. F. J. Williams proposed that the- Stock Inspector be written* to and that it lie pointed out to him that Blackberries are growling in several parts of the County, and apparently no attention has been given to the matter. Seconded by Or. Reedy, and carried.

Or. Reedy pointed out . that tlie* necessary repairs asked for to the road' opposite Puhunga woolshed has not* been clone. Or. Reedy informed tlie Cbuncil that a pier of the bridge over the stream at the upper end or T'apuMr Clarke to remedy tlie defect. Cr. Reedy enquired whether the heavy traffic by-law should be enforced .

Or. F. J. AVilliams proposed that 3 copies of the by-law he sent, to Mr Hyland, and 3 to Air Reedy to enable them to draw carters attention to the by-law. Cr. Reedy proposed that the AYeed Inspector’s attention be drawn to the Bathurst" Burr growing on the roads, especially on the AYaipiro-Alaka.rika road. Sqt'ondcd by Cr. AYoodford, and carried. ' Cr. Hyland drew attention to the fact that there is a broken culvert on the Waipiro-Alakarika road near Airs Dewes’. and which is dangerous. The acting-chairman proposed that the clerk be authorised to instruct tlie* surlacenmn to mend the culvert in question. Seconded by Cr. Woodford. and carried.

The Chairman said the main road in* front of the hotel, also portion of the road t*o the school at Ruatorea required repairs. C'r. F. J. Williams proposed that Cr. Kirk be authorised to instruct the surfaceman to effect, the necessary repairs. Seconded by Cr. Hyland, and carried. The acting-chairman proposed that Crs. F. J. AVilliams and J. Reedy sign the rate book. Seconded by Cr. Hvland, and carried. , Accounts amounting to the sum of £1292 2s 2d wore then passed for payment. —Special.
