The Star states that the AngloRussian Conference will probably fail. The Bolsheviks have done little beyond unfolding a plan under which the British Government should guarantee a loan of twenty-five to thirty millions. They argue it is impossible for Russia to pay her debts or compensate tlio owners of private property until Russia’s industrial prosperity is restored. The Bolsheviks offer the following concessions for a loan: (1) A preferential tariff; (2) special trading rights in internal Russia for a limited number of British firms; (3) special fishing rights in Russian waters; (4) concessions to British shipping for the transport of passengers and goods between Russian ports. The Bolsheviks hope to raise a British guaranteed loan at 4 per cent., whereas private international financiers, distrusting the Soviet, ask 20 per cent. It is extremely unlikely that the British Government will ask Parliament to sanction a loan.—Sun.
