POSITION IN MANDATED TERRITORIES.

LONDON. Ap-iil 13. Sir J. Allen attends a meeting of the Council of the League of Nations at Geneva on the lSJcli' in -reference to the nationality of • atives in the German mandated territory.
Sir J. Allen has expressed the opinion that the Samoan natives could not be considered Natives of the country holding- the mandate. It will probably bo agreed to call them Samoans under British protection. Ho preferred New Zealand protection, as it will discourage natives and others thinking that they could appeal through other channels than New Zealand. The Germans in Samoa could not be naturalise:! under the New Zealand law. Ho agreed with Sir J. Salmond’s suggestion that if the Germans were satisfactory citizens the law might be amended to enable Germans to be naturalised.— A. and N.Z.C.A.
